Challenge:

The Québec Ministry of Immigration (MIFI) needed to create a centralized data warehouse to serve as its single source of truth for both internal stakeholders and external media requests. The project had already begun, but suffered from misalignment between business needs and IT delivery, unclear governance, and fragmented planning. Policy shifts in immigration added complexity and urgency. Stakeholders lacked a common roadmap, and decision-makers had limited visibility into project risks, resourcing, and progress.

What I led:

As a Transformation Consultant – Strategy & Operations, I was brought in to restore clarity, structure, and execution discipline. I worked with business and IT teams to reassess priorities, validate needs with executives, and rebuild the roadmap. I established governance, created strategic documentation, and led agile delivery aligned with immigration policy changes. I also introduced risk mitigation plans, stakeholder engagement mechanisms, and a change management strategy to support adoption.

What I delivered:

  • Reassessed project status and secured executive validation of business needs

  • Rebuilt the roadmap with milestones, impact analysis, and governance structure

  • Created strategic documents including the project charter and business case

  • Led agile delivery and adapted execution to shifting immigration policy priorities

  • Established risk tracking, stakeholder coordination, and milestone monitoring

  • Designed and implemented the change management strategy to support adoption

MIFI now operates with a centralized and trusted source of data for internal & external requests
